The windows in Hyndland and Dowanhill tenements

The area was built out largely between the late 1880s and 1910, in red and blond sandstone, and the window design reflects that period precisely. Most flats have large single-pane sashes — one-over-one, sometimes two-over-two on earlier or more decorative elevations — set into projecting bays with three or five lights. The glass is often original cylinder or early plate glass, with the slight distortion that gives these rooms their character. Frames are cased boxes with counterweights, sash cords, parting beads and staff beads, all of which are repairable components rather than sealed units.

After a hundred-odd years, the faults are predictable. Cords snap and sashes stop holding position. Bottom rails and sill nosings take the worst of Glasgow’s driving rain and rot from the outside in, usually at the joints. Putty dries and falls out, letting water sit against the timber. Parting beads wear, so the sashes rattle in wind, and years of overpainting seizes the mechanism until nobody can open the window at all. None of that requires replacement. Planning: what applies in the Glasgow West conservation area

Hyndland, Dowanhill and Partickhill sit within the Glasgow West conservation area, one of the largest in the country. [VERIFY exact boundary and any sub-area designations on the Glasgow City Council online map before publication.] That designation matters, but the rules changed on 24 May 2024 and a lot of what you will read online is now out of date.

Under Class 7A of the 2024 permitted development order, altering or replacing a window is permitted development — including in a conservation area — provided the new window is the same, or substantially the same, as the existing one in three respects: how it opens and closes, the number, orientation and colour of the panes, and the dimensions and colour of the frame and any astragal bars. A like-for-like timber sash and case replacement passes all three, so there is no planning application and no waiting. If the replacement does not match on those points and the window faces a road on the principal or a road-facing side elevation, you must notify the council first and it decides whether its prior approval is required. If your building is listed, listed building consent is still required either way. We will tell you which of those applies to your flat at survey.

Working on shared tenement elevations

Tenement work has a dimension that villa work does not: your window is part of somebody else’s building. Where a close is factored, we are used to working alongside factors and owners’ committees, quoting per-flat within a common scheme, and phasing access so scaffolding or platform costs are shared rather than duplicated. Where several flats in a close want work done, we will price the elevation as a whole — it is normally significantly cheaper per window than acting alone.

Consistency across the elevation also matters for the look of the building. Where neighbouring flats have already had work done, we will match glazing bar dimensions, paint colour and pane configuration so the frontage stays coherent. That is not just aesthetics; it is exactly what the like-for-like test above is measuring.

1. Do I need planning permission to replace sash windows in Hyndland?

Not for a like-for-like timber sash and case replacement.
